Colleen James
With over 15 years of experience in municipal government, Colleen James brings a wealth of expertise from both city and regional levels. She currently serves as a Regional Councillor and is the founder of Democracy in Action, a community initiative dedicated to strengthening democratic participation, amplifying community voices, and inspiring residents to engage in shaping the future of Waterloo Region.
Through Democracy in Action, Colleen champions the belief that democracy is healthiest when people feel informed, included, and empowered to participate. She works to break down barriers to civic engagement, spark dialogue across differences, and ensure that all residents, especially those traditionally excluded from decision-making, have opportunities to contribute meaningfully to community life.
Alongside this work, Colleen is also the founder of Divonify Incorporated, where she has become a leading consultant on equity and inclusion. Partnering with organizations across the public, private, and non-profit sectors, both locally, nationally and globally, she helps leaders create more equitable and inclusive spaces while advancing systemic change.
Her leadership is rooted in values that guide her every day: building trust, cultivating equity-informed and democracy-focused conversations, and empowering others to take action. Colleen listens deeply, collaborates with purpose, and leads with accountability to the people she serves.
Colleen’s contributions have been widely recognized. Most recently, in 2024, she received the Public Service Excellence Award from Women of Dignity International and received honourable mention as a Woman of Influence in local government from Municipal World. She is currently an advisory board member at ForUsGirls Foundation and a member of Kitchener Rotary.
Born and raised in Kitchener, Colleen is deeply connected to her community. She lives in Kitchener with her husband and daughter, driven by her passion for strengthening democracy and building a more inclusive, engaged, and equitable future for all.
